Electric Vehicle Replacement Assistance Program (EVRAP)

Purpose of the Program

The Weber-Morgan Health Department was recently awarded a $1,213,135 grant by the Environmental Protection Agency (EPA), to create an income-qualified incentive program,  the Electric Vehicle Replacement Assistance Program (EVRAP). The purpose of this program is to provide financial assistance to low-income individuals to replace gasoline or diesel-powered light duty vehicles with an all-electric vehicle.

Income Eligibility

Financial assistance may be awarded to individuals with annual household incomes that are less than 500% of the Federal Poverty Guidelines. Table 1 outlines the current Federal Poverty Guidelines and the household incomes that will be used to determine a vehicle owner’s eligibility for the EVRAP. Income may be verified using the Adjusted Gross Income (AGI) on the most recent Federal Income Tax Form. Other verification methods may include Social Security benefit letter, pay stubs, or a W-2.

*Each household member counts as a dependent. For example, a household with two parents and a child has 3 (three) dependents.

The applicant must be a resident of Utah and be at least 18 years of age.

How much assistance is available?

These amounts can be combined with other rebates or tax credits as long as the total doesn’t exceed the cost of the vehicle ($48,125 before tax, title and licensing) and the additional sources of funding do not contain any restrictions or prohibitions on stacking.

The applicant may take out a loan with or without a cosigner to finance the vehicle purchase.

Does your vehicle qualify for all-electric vehicle replacement assistance?

Your vehicle must meet the following guidelines to qualify for all-electric vehicle replacement assistance:

  • Vehicle is gas or diesel-powered light duty vehicle.
  • Vehicle has been registered in Utah for at least one year and within the past 12 months before applying.
  • Vehicle is titled in the name of the applicant.
  • Vehicle is 8 years old or older (model year 2019 or older for a 2026 application) OR has failed an emissions test within 30 days of the application.
  • Vehicle does not have a lien (loan).
  • Vehicle is not an electric vehicle, motorcycle, RV, or boat.

How to participate:

  1. Fill out the application and junk permit (form TC-566), provide proof of being a Utah resident,** proof of income,*** and proof that the vehicle has been registered in Utah. The junk permit retitles the vehicle as a junk vehicle and is irreversible.
  2. Bring the old vehicle to the health department for a physical inspection of the VIN.
  3. Once approved, Weber-Morgan Health Department will issue an assistance voucher.
  4. Submit the gas or diesel-powered vehicle to a participating dealership.
  5. Agree to an all-electric replacement vehicle.
  6. Pay remaining cost of the replacement vehicle.

**To show proof of being a resident of Utah, use one of the following documents that shows your name and a Utah residential address:  Utah Driver License or State ID; Utility bill (gas, electric, water, etc.) dated within the last 60 days; rental or lease agreement; mortgage statement or property tax notice; bank or credit card statement; pay stub or employment document; school enrollment records or transcripts; letter from a government agency (e.g., Social Security, Medicaid, SNAP, etc.)

***To show proof of income, documentation may include: Adjusted Gross Income (AGI) from tax form 1040 (line 11a), W-2, 2 months of pay stubs, or a social security benefit letter.
